Texas Education Code §37.108 Safety and Security Audit

  • Assisting Districts with Audits

    We assist school districts with Safety and Security Audits of their campuses and non-instructional facilities, as required by the Texas Education Code §37.108. This audit is mandated to occur every three years for school systems and education service centers.

    Our school safety specialists lead your school or district team through the audit process. We work with you as an objective and accurate outside voice throughout the audit process. A safety and security audit (assessment) enables a district to identify its vulnerabilities and receive recommendations from experienced Texas school safety and security consultants with real-world expertise.

    Our team is approved through the Texas School Safety and Security Consultant Registry.

  • Safety and Security Audit Process

    The Safety Audit process includes an intruder assessment, an onsite visit, and a thorough review of relevant documents along with safety climate surveys, and interviews prior to the audit. It also involves a comprehensive review using the Texas School Safety Center’s Safety Audit Checklist, followed by tailored recommendations from the B&G auditing team.

    The data collected during the audit is essential for evaluating the safety and security of the district’s facilities and addressing any issues that may be identified. Upon completing the audit, we provide a detailed report outlining our findings along with recommendations for improving safety and security.

  • Identifying Security Issues

    After analyzing the data, schools must prioritize the identified hazards, threats, and vulnerabilities based on their potential impact on the safety and well-being of students, staff, and visitors. To do this effectively, Texas schools can form an interdisciplinary team that includes teachers, administrators, parents, law and enforcement. This team should collaborate to identify security and safety issues and create a comprehensive Emergency Operations Plan (EOP), as outlined by the Texas School Safety Center.

    An EOP should address a wide range of scenarios, including natural disasters, human-made incidents, and communicable diseases. By proactively identifying security risks and preparing an EOP, Texas schools will be better equipped to respond to and mitigate potential threats.

TEA 61.1031 Maintenance Inspections

TEA Mandate

The Texas Education Agency (TEA) mandates that specific educational facilities undergo inspection twice annually. Schools On Target offers professional inspection services to fulfill this requirement. Our consultants are certified by the Texas School Safety Center and are licensed private investigators.

Maintenance Inspection

B&G Security conducts the biannual maintenance inspections required by TEA 61.1031. Our consultants, each with over 25 years of experience in the security industry, are registered and certified through the Texas School Safety Center. Additionally, all consultants undergo a thorough background check annually.

Facilities Inspected

Inspections must cover all instructional facilities where students are present, including campuses and off-site locations such as agricultural barns, vocational facilities, and athletic facilities.

Inspection Includes

Verifying the functionality of all exterior doors, such as closers, automatic locking mechanisms, closing times, and the integrity of the door and frame. Compliance with ADA requirements is also assessed. Along with checking all ground-level windows to ensure they function properly. We evaluate perimeter fence gates for functionality, including closers, automatic locks, closing times, and the integrity of the frames and gates. A functional check of the 9-1-1 system is performed, along with verification of the facility's address accuracy. Panic alert buttons or telephones are tested for direct 9-1-1 dialing and proper operation, ensuring they notify the appropriate personnel, staff, and law enforcement at three designated locations. Additionally, the inspection ensures that all exterior doors are correctly numbered.
